Excerpt from the November 12, 2012 meeting: 
"the Committee agreed that public comment limited to 5 minutes would be allowed at the beginning of the meeting.  If that time was inconvenient for an individual wishing to make public comment, a time later in the meeting could be scheduled.  The Committee would prefer to know the subject of the comment in advance, but did not require that it be informed."
